Construction Cost Index up by 5.2 percent annually in November of 2025

In November 2025, Georgia’s Construction Cost Index (CCI) rose by 0.5 percent month-on-month and by 5.2 percent year-on-year, according to the National Statistics Service (GeoStat).

By segment, the residential construction index increased by 0.9 percent compared to October 2025 and was up 7.9 percent year-on-year. The non-residential segment recorded a 1.7 percent monthly increase and a 10.7 percent annual rise. In contrast, the civil construction index declined by 0.4 percent month-on-month, though it remained 0.9 percent higher than in November 2024.

The monthly increase in the CCI was primarily driven by a 1.3 percent rise in average nominal wages in the construction sector, contributing 0.43 percentage points to the overall index growth.

On an annual basis, the 5.2 percent increase was largely attributed to a 21.0 percent surge in construction sector wages and a 4.8 percent rise in other costs, which added 5.02 and 0.3 percentage points to the total change, respectively.

Overall, the Construction Cost Index has climbed 25.8 percent since February 2022.
